He oversees the organization’s work to reduce hunger by maximizing participation in federal nutrition programs, including the Supplemental Nutrition Assistance Program (SNAP), the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), the School Breakfast Program, the Community Eligibility Provision (CEP), the Child and Adult Care Food Program (CACFP), the Summer Food Service Program (SFSP), and Summer EBT.

Under his leadership, Hunger Solutions New York has made significant strides in its mission to expand and improve access to critical anti-hunger programs. Most recently, the organization co-led the Healthy School Meals for All New York Kids coalition in partnership with Community Food Advocates, ultimately securing a historic $340M investment to establish universal free school meals for all students across New York State. Additionally, thanks to Hunger Solutions New York’s advocacy, the Nutrition Outreach and Education Program (NOEP) now serves every county in the state, the result of increased funding that also equipped meaningful expansions of SNAP outreach and application assistance in high-need areas. In the last year, NOEP connected over 34,000 families to SNAP benefits. The organization also operates several statewide child nutrition outreach initiatives that have connected thousands of families to WIC, summer meals, and other nutrition supports. Over the course of a four-year statewide WIC outreach project, Hunger Solutions New York contributed to a 23% increase in WIC participation, with nearly one hundred thousand additional infants, young children, and pregnant and postpartum people now accessing the program.

Andres received a Master’s of International Business Administration from Florida International University and a Bachelor’s of Science in Business Administration, with a concentration in Finance and Marketing, from the University at Albany.
